Maloibari Electrical Lift Irrigation Scheme is a Minor LIS which was implemented by Dispur Division (Irrigation), Sonapur. It was Constructed during the year 1972-73 and completed in the year 1974-75. For the last five decades continuous supply of  irrigation facility has been provided to the farmers of the Maloibari area under Dimoria Development block of Dispur LAC in the Kamrup Metropolitan district, Assam

 

  • It has 30 (thirty) Nos. of Lift Points (LP) at different locations on the perennial river Kolong, a spill channel of the river Brahmaputra, from which water is drawn using pump-sets (3x20 HP) mounted on a barge for each LP and the supplied water is delivered to the field covering an irrigation potential of 1800 Hectares. The scheme is presently benefitting almost 5000 farmers of the locality.

 

  • The revolution of production of high yielding Boro paddy in Assam started from Maloibari with the initiative of a local progressive farmer, namely Sri Soneswar Konwar, who has been awarded by the State Govt. for his contribution in the agriculture sector. The trial run of the production of Boro paddy started in the command area of Maloibari ELIS.

 

  • Presently the scheme enables the farmers to produce 7.5 MT of Boro paddy per Hectare, which tunes up to 12750 MT in total cultivated land of Maloibari area.

 

  • The current market value of the production is approximately Rs. 20.00 Cr.

 

  • Presently the scheme is managed by creating Water User Association (WUA) for each of the lift points. The WUAs participate with the Irrigation Department in management of water distribution, periodical repairs and levy collection of the produced crops.

 

  • There is a Central Water User Association that controls the sub-units of WUA and work as an advisory in framing of irrigation management policy in the command of Maloibari ELIS.

 

  • There is a close co-ordination with the other stake holders like State Agriculture, Veterinary, Food & Civil Supplies and Fishery Department who also work in the same domain for the comprehensive development of the beneficiary public. The public representative i.e., local MLA and other PRI members also review the implementation of the Govt. schemes.

 

  • Recently the Supply Department has established a go-down to collect and store the crop produce.

 

  • The farmers are given a suitable market price by the Supply Department.

 

  • The farmers in the locality contribute substantially to the production of diary items, fish and other poultry products like eggs, animal meats etc. thus, generating employments both direct and indirect.

 

  • Since the area is very near to Guwahati City (approximately 50 Km), a potential market has developed with a good network.
  • The area has now drawn attention of the State Govt. in development of other sectors like education, health and PRIs. Thus, the Maloibari ELIS holds an important bearing on the socio-economic development of the locality.

 

  • Due to success of the Maloibari ELIS, the Department is replicating similar model in other parts of the state namely, in Morigaon district where there is a similar perennial source.

 

  • The scheme faces the challenges of Mechanical and Electrical break down for which the proposals are under consideration to adopt the hybrid model whereby, solar panel system may be integrated. This will result into saving of electricity and generation of revenue by diverting the excess power to the grid.

 

  • The irrigation levy collection is also to be rationalized by integrating with the land revenue collection system.
