Overview

The Irrigation Department, Government of Assam has taken up construction Works of Irrigation Schemes in the State. The recognized system for carrying out works are contract works under agreement as per Article 299 of Constitution of India. The agreement allows a legal status precisely and definitely expressed with necessary bindings on the executing body for safeguarding public interest. As such, the registration process is in force and works are generally executed through registered contractors. In accordance with past experience, contractor may pray for Upgradation of Registration to Higher Categories

Process Flow

For class I A,B,C the process is online since June 21 2022. For Class II and III Application given below in Schedule I is to be submitted to the respective Superintending Engineer/ Executive Engineer as per the prescribed format affixing a passport size photo.After the Receipt of application, they are examined and after selection, they are requested to submit the required Security Deposit.

GUIDELINES

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. On final submission of the form, applicant has to pay the requisite amount.
  6. Once the payment is successful it will be forwarded to the higher officials for further processes. An acknowledgement will be generated containing the application reference no., the same will be notified over SMS and Email id of the applicant.
  7. An SMS and Email alert is sent to applicant on completion of the service. The applicant needs to respond to the SMS and Email regarding completion of the service.
  8. After successful completion of the service, Registration of Contractors is generated. The applicant will be notified about this over SMS and Email and the applicant can download it from ARTPS portal.

Supporting Documents :

A. For Fresh Registration:

  1. PAN Card
  2. Up-to date Assam VAT clearance certificate. (FORM - 63)
  3. Up-to date labor license (for Construction works)
  4. Up-to date Bank solvency certificate
  5. Attach photograph
  6. Police Verification report/Valid Passport
  7. Cast Certificate (if applicable)
  8. Work orders and work done/ work completion certificates as prime contractor in other Government Deptt./ Government undertaking/ Board/ Committee/ Government Corporation/ Central Public Enterprise under Government of India reflecting nature of work/ demonstrating experience for five years.

In case of Partnership Firm:

  1. Firm Registration Certificate
  2. Partnership Deed
  3. Power of Attorney

In case of Company

  1. Certificate of Incorporation
  2. Memorandum of Association & Article of Association
  3. Power of Attorney

B. For Renewal of Registration

  1. Previous Registration Certificate
  2. Up-to date Assam VAT clearance certificate. (FORM - 63)
  3. Up-to date labor license (for Construction works)
  4. Up-to date Bank solvency certificate
  5. Attach photograph

In case of Partnership Firm:

  1. Firm Registration Certificate
  2. Partnership Deed
  3. Power of Attorney

In case of Company:

  1. Certificate of Incorporation
  2. Memorandum of Association & Article of Association
  3. Power of Attorney

C. For Up-gradation of Registration

  1. Previous Registration Certificate
  2. Up-to date Assam VAT clearance certificate. (FORM - 63)
  3. Up-to date labor license (for Construction works)
  4. Up-to date Bank solvency certificate

In case of Partnership Firm:

  1. Firm Registration Certificate
  2. Partnership Deed
  3. Power of Attorney

In case of Company:

  1. Certificate of Incorporation
  2. Memorandum of Association & Article of Association
  3. Power of Attorney

Stipulated Time Limit :  15 (Fifteen) working days from the date of submission of application, complete in all respects along with documents as per checklist.

Fees:

  1. Service charge (through PFC/CSC) - Rs. 30
  2. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page
  3. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

       Application Fee- 

  1. Convenience fee- Rs. 10/-

Court Fee Stamp of Rs.8.25 (Rupees Eight & Paise twenty Five only) to be affixed.

They are to Submit security deposit according to their Categories after selection.

Class III   ₹  7,500/-

Class II    ₹ 15,000/-

Class I C  ₹ 25,000/-

Class I B  ₹ 50,000/-

Class I A  ₹ 100,000/-

Security Deposit is 50% for all categories for persons belonging to ST, SC and other declared categories and for unemployed Graduate Engineers.

Eligibility Criteria

For upgradation document to be submitted for having received work contract during the last 3 years (relaxable to last 5 years at the discretion of the authority) of value as mentioned below:

  • Class III to Class II: ₹ 10 Lakhs
  • Class II to Class I(C): ₹ 30 Lakhs
  • Class I(C) to ClassI(B): ₹ 1 Crore
  • Class I(B) to ClassI(A): ₹ 3 Crore
